I looked around and found some references to it in the anti-spyware sites, but all said essentially what you posted. It may be spyware.

I don't have the file in my versions of Windows 7 (MSDN and RC)
It is a Good Thing that VirusTotal gave a clean bill of health.
An educated guess would be that it is monitoring something - what firewall and antivirus are you running?

If you have the install disk for the webcam, the file might be on it. If the file is from the vendor, it probably is a routine to monitor if you want to use the camera.

Glad it wasn't spyware. You might want to drop the webcam folks a line and tell them that their file is causing some concern.
