I kinda like gta IV the most,so if someone can tell me what can i do to have better performance ingame,if there is somekind of update,patch or something like that

The usual:

Update your video drivers (NB* do not use the latest 190.xx driver. people are having problems with it)

Patch the game

Defrag your games installation hard drive

Keep lowering details until it's smooth enough

Disable any running anti virus products.

No worries - they are the quick and simple things you can do.

Further in game tweaking will be needed.

Things like draw distance and shadows are the biggest FPS killers.

Also, I believe it's actually the 191.07 WHQL drivers to avoid.

i have these drivers but it is the same, i also tried old ones but it is the same performance,btw i just remebered,on windows 7 gta IV shows me that i have 256MB graphic card,and the same on vista but on xp it shows 489MB,and it is significantly better performance,i can play it on medium-High.On windows 7 i play it on lowest and it also runs poorly

Well your card does have 256MB dedicated VRAM. The amount reported in Seven is accurate. The amount reported in XP was probably the 'total available graphics memory' or some such.

i know that but that sucks :(,how come the diferent performance is there,still it is the same hardware

It could be for any number of reasons. How you have XP set up, how the drivers behave between Seven and XP, how memory is managed etc.

I know, it does suck and is extremely frustrating :(

Also, I believe it's actually the 191.07 WHQL drivers to avoid.

These problems was on games that uses OpenGL. If I have understood right GTA IV uses D3D.
