I can tell you lower is better in terms of speed you should get the CL9's and tighten them up here is a shot of mines also a chart to help you understand it better and a link to wiki CAS latency - Wikipedia, the free encyclopedia

I have 8 gigs of ddr3 10600 so it`s not like I can`t send what I ordered back and get the lower latency.

You could try to tighten timings like suggested but in fairness you will probably get them to cycle at 9 instead of 10 CL you get the 9 you can OC them to 1800mhz flat stock voltage which is a 200mhz overhead and would see times like mines 7-8's
