I found this app lying on the AutoHotKey forums, took it apart, rebuilt it, made a simple help system, and added credits to the original maker. 
It's pretty simple. What it does is it finds how fast you've scrolled the mouse wheel by checking how many ticks it's received from the mouse in a given time. So basically, if you roll the mouse wheel a lot, your page will scroll fast. Much faster.

As a side note, it's come to my attention that a few virus scanners pick up AutoHotKey scripts as malware. They have every right to be, as some AHK scripts can contain viruses. So, for that, I am adopting a policy of linking to the VirusTotal results, and also uploading the source code to the program (as long as it's not something I've spend hours on
)
