Access 2003 activex .ocx files won't register - get dll error

Hi! I am in the process of upgrading from windows xp to windows 7 32 bit. Starting with new hardware and clean windows 7 pro 32 bit install, we copied over and installed our licensed copies of msoffice 2003. We run homegrown access dbases (file format is access 2000). For some reason, we did this on the first machine and it worked fine. On the second machine (duplicate hardware setup) my access dbases aren't working.

I am setup as an admin on the computer.

On windows xp we loaded several activex files to windows\system32 folders. They are: axctrl32.ocx, mscal.ocx, mscomct2.ocx, mscomctl.ocx. In the same directory we have msowc.dll, msowcf.dll,oledb32.dll,owc10.dll and a note that says msowc.dll goes in c:\program files\microsoft Office\office.

I copied all the files over to the system32 directory in windows7 (except for the msowc.dll which I copied to the msoffice location.) I then ran from the c:\windows\system32\regsvr32 axctrl32.ocx and I get this error:

"The module "c:\windows\system32\xxxxx.ocx" was loaded but the call to DllRegisterServer Failed with error code 0x8002801c."

any ideas? your input is appreciated!

I see 2 problem areas, one is that this post should have been in the Software section and the other is that nearly all Windows-based programs have to be installed from disc or download, can't simply copy or move the program because during installation things like the Start menu items are created, Registry entries are made and support files such as .dll are installed in the proper Folder that the programs need. I am presuming that you don't have the Office discs to do a Repair installation.
