Is it possible to install a software application (cookbook program) on one win-7 pc, then access / run this program from a different win-7 pc?

If this is the incorrect forum, please let me know the correct one and I will post my question there, Thank you in advance

(Am I allowed to reply to this? I'm not a mod or anything, but I have an idea)
Sounds you just want to use remote desktop function. When you right click on a networked computer, it gives you the option to start remote desktop, but I usually use TeamViewer instead of Windows for remote viewing.

Why not just install the program on the other pc?

Without an application server then the only way would be to use a remote application, but that would require you to connect to it and you would still be access the program from the other computer.
