Solved accidentally blocked the start of group policy app (mmc.exe)

Hey.
Making a permitted applications list in a group politics (gpedit.msc), i was forget to allow the mmc.exe
i've just like to restrict any apps...except most needed..

Now i cant start any app, include cmd, regedit and other.

I tried to repair the registry from copy (config\regback) did't help..

is there any way to fix the problem?

pls help..(

by creation of recovery disk (recdisc.exe)
and recover the restore point..
