Hi patmos,
It sounds like your "refresh rate" needs to be bumped up some.
1.Click Start > Control Panel > Display.
2. Click "Change Display Settings"
3. Click "Advanced Settings"
4. Click Monitor Tab.
5. You should see "Screen Refresh Rate". Change it to like 70 or 72. See what works best for you.
6. Also you can choose Colors: True Color (32 bit)

If you continue to have this problem then try Faststone (www.faststone.com). Faststone is a free thumbnail viewer along with a graphics/photo enhancer, and probably just a touch better than ACDSee. Went from ACDSee to faststone about two years ago, and have not looked back. As a photographer by trade faststone is one of he best photograph/picture managers for field work I have yet to find (better than Photoshop Bridge).
