Yes, this would appear to be normal. On my system, it is always the last icon to appear in the system tray, and it normally appears upto 5 mins after my desktop.

Thats because the default configuration of the "Service Center" service is "Automatic (delayed start)". You could change it to automatic if you want, but its not really a critical process so doesnt make any point.
