Activating by calling another country?

Hi, I live in Malta and the telephone number they give in windows itself and online is dead! I just get a message from the phone provider here saying "that number doesn't exist etc". My PC died so I had to buy a new motherboard and hard drive and of course now it is saying that I can't activate it online but I need to ring this none existent number instead :/ What on earth am I suspose to do? I was thinking of ringing the UK toll number, think that would work? What is the worse that could happen anyway?

OEM License are limited to the first motherboard on which they are activated.
Having said that, MS are historically very reasonable about this, and will generally allow a move to a new motherboard so long as it's not too obvious an upgrade.

According to MS, these numbers should work for Malta...

If they don't work, I'd try the UK numbers...

... and yes, it should work (if the operator didn't get out the wrong side of the bed!)

Thanks, if anyone else from Malta that comes across this post it turned out that the company that runs the 800 number (Go) has blocked Melita from ringing those numbers, talk about catty. I had to use an old Vodafone sim card that I had laying around. I presume it is also the same for that other number you provided as that also didn't work. Anyway thanks, it is activated now.

0800 numbers are almost always blocked from international calls.

Nah nah 800 numbers here in malta are toll free numbers provided by Go (telecommunications provider) they have blocked anyone using the competing provider (Melita - new kid on the block in the telecomunications business) from calling those numbers but allow Vodafone Malta users, that is why it is catty and pretty typical in this country.
