Additional Users Can't Unlock Taskbar

Here’s the situation: Windows 7 Ultimate is installed, and the original user (administrator) can unlock and lock the taskbar. However, any additional user (standard or administrator) is unable to unlock the taskbar. We have tried right clicking on the bar and clicking Taskbar Locked (which should unlock it) but when it brought up again, it is locked. We have tried right clicking , opening “Properties” and then clicking unlock taskbar with the same result. Finally we have gone into Control Panel, opened Taskbar, clicked Unlock Taskbar. When we go back to the taskbar, it is locked.

Any ideas?

Maybe admin settings may be preventing std users from changing it. If admin is unlocked can the std user change it and does it stick?

Set Lock the Taskbar policy to Not Configured

Ken, it doesn't unlock regardless if the additional user is standard or administrator. Only the original user (an administrator) can lock and unlock.

Antman, it was already "Not Configured"

About 10 days ago I began to get a error screen saying I was being logged in as a temporary user - I understand that my profile was corrupted. When I set up a new user, it could not unlock the taskbar. I've tried about everything I can think of and still have the problem.

Any assistance would be appreciated.

Well in my case I am the original user, the one who installed Windows. I am the admin and it doesn't work. Weird is that it worked till I disabled my password. After re-enabling the password still didn't work...

In the Registry, there is this key "HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced". In the right pane (under this key) is a binary value called "TaskbarSizeMove". Its value is zero when the taskbar is locked and 1 when it is unlocked.
So try to manually change the value and see if it helps. You may need to take ownership/change permissions to be able to do that.

Thanks Bare Foot Kid. But the problem seems to have disappeared after Windows Update. I deactivated the password because I just reinstalled Windows and I didn't want to type it after every reboot.

Usually... the main Admin, can control the taskbar, other admins/users cant seem to edit the taskbar.

If I were you I would re-enable it as soon as possible as Windows 7 is more secure with a password because malware has "free reign" when there is no password to help block it's run / control of the machine.

Already did. After I installed the drivers and a few apps that required restart.
