Admin account ? about flight sim 2004 FS9

I Have been using Flight sim 2004 forever it will no longer start I get message " please log in as adminstrator". I have those cred's in place and has been verified as set properly I have un-installed and
re -installed program and did not solve issue. I am sure it is a setting issue within win 7 , just don't know which one it may be can anyone help? follow up ? will upgrading to win 10 solve this? opinions.....
