Sure you still logged on as an admin account? Control panel->user accounts. There change account type to ADMIN

That prompt is only shown if the current user is not administrator. To make current user as administrator do as Kaktussoft told above. If you do not want to make the current user admin, you just have to live with this or change UAC settings.

That's normal behavior when you use a standard account, as previously said.
There is another, non-default option to get Windows to ask for a password even for admins. Look at this tutorial:
http://www.sevenforums.com/tutorials/77389-uac-require-password-administrator.html

This one explains how to get into your problem. To get out of it, at the option pointed out there, instead of prompt for credentials, set prompt for consent.

As for the file deletion without UAC, as a guess, try to raise the UAC level to the maximum. There is a known bug in Windows that does some admin-only things without asking when it's at the default level.

yeah if i rise the bar at maximum the problem is solved, but i want to restore it at default

it was working good until today, i just installed an old game(duke 3d), dunno if that caused it

also the shield icon is now on "rename folder" as well , and i don't remeber it there

now i can even delete the winodws folder and nothing show up...

I doubt a game screwed the permissions so badly, but yes, in theory it's possible.

Raising UAC to the maximum is precisely the way to make Windows to actually enforce prompts on everything. Leaving it at the default activates the bug you see (in fact, any program can bypass it at will).
