Aero Snap malfunction

ok so lets say I have a maximized window and I want to de-maximize it to be a "normal" size window for any program. now there are 3 ways in which i know how to do this 1st is to click the "restore down" button 2nd is to simply double click the title bar of the window. the feature that is malfunctioning for me however is the third option enabled by aero snap and that is to drag the title bar down and release, when i release the window snaps back to maximized every time for every program . anyone know how to fix this?

win + down arrow also will do it.

If you take an unmaximized window and move it to the top, does it maximize?
 
yes it maximizes properly also Im noticing that microsoft office (2007) applications all seems to not obey any of the snap functions. I cant grab the office windows at all for shake or to restore down, its as if the office windows were in win XP. however, I do notice that when i take my computer off dual display the windows do de-maximize by dragging down, is it possible this issue may have something to do with the dual monitors? also is anyone else having trouble with the office windows not working in aero snap?

Office and aero snap works fine for me. Try checking your visual effects in performance and information tools

did that, I see nothing that might be causing this.
