all compressed files...locked!

hello,
I have a problem, every compressed file that I create (right click/shortcut menu...send to...compressed (zipped) folder) finishes by placing a lock icon, which I assume means that it cannot be transfered to another computer and at risk of being inaccessible at some later point-in-time (just when I need it!).

I did a google search, not much captures this as a recurring/systemic problem (only how to fix afterwards). strangely, the security permissions are created differently from whatever is the source file that I am compressing (to omit "Authorised User" and "User" permissions), which seems a logic flaw since the zipped file should mirror the underlying files, but presumably there's a settings "feature" overriding the creation of zipped file? how to fix this permanently so the zipped file does represent the underlying file permissions correctly?

Give me a prnt image of the security tab of

Click on :orb: type %APPDATA%\Microsoft\Windows\SendTo inside Search programs and files . Inside the Start Menu right click on SendTo choose Properties . Click on the Security tab and do a prnt screen of that please

note these are the same permissions being applied to the zip file (different from the source file being compressed)
I should mention, following some suggestion earlier found on the web, I tried to amend these permissions to include both "Authenticated Users" and "Users", but it did not seem to work...the next zip file continued to reflect the permissions prior to my update.

no, I copied the permissions from the source directory/files.
for authenticated, it was effectively full control (all ticked, but not "full control" itself); and users was only read.
I had assumed (right or wrong) from the previous suggestion (what I had earlier found on the web), that changing the permissions to this file would then cascade to anynew compressed files as I set them in the "send to" folder.

Is that the only folder with the lock on it ? Do you have a lock on your user account folder ?
