All Folders created are Read only

Since working with Windows 7 64Bit, all new folders are set to read only. Changing dosnot help, it came back.
Is there a Registry-entry to stop this behavior?

This is one of those situations where things are not as they appear. The folder properties dialog does not show the read-only attribute of the folder. It is just a convenient way to set the attribute for the files it contains. It has no effect on folders. There are no attributes that will make a folder read-only. This can only be done with the security properties.

Some folders do have the read-only attribute set as seen in the Windows Explorer listing. This serves a special purpose. When the system or read-only attribute is set it tells Windows Explorer it should look in the folder for a "desktop.ini" file. This file has a number of functions. If the folder has a special icon the file will have it's location. It also contains the localized name of the folder, useful in non-English versions of Windows. Not having to look for the file in every folder saves a lot of time when Windows Explorer displays a list.
