I have 10,000 pictures is dozens of folders and sub folders so how do I change all the folders and files (pictures) to the same size?

I want to make all the folders and files extra large icons and I went to organize, folders and search options, view, apply to all folders but I want both files and folder with extea large icons and I have done this before but I just can't remember.

Your post is confusing saying that you want to make all the folder sizes to same size.

I assume you want to resize all the 10,000 images in different folders to a fixed size (ex. 1024x768 pixels). You can use the freely downloadable "Irfanview" program (an excellent program) to resize the images in a batch mode.

Download and install the latest Irfanview program and the pluggins from the Irfanview website.

Open Irfanview, go to File menu - Batch conversion - Rename. In Batch Conversion dialog box, click on Batch Conversion radio button.

Select the output format of the images as JPG (you may select a different format). Put check mark on "Use advanced options (for bulk resize). Click on Advanced Button. In the "Set for All Images" dialog box, put check mark on Resize box, Click on Set new size, Set one or both sides, and enter the values you want to set, and also select the units as either pixels, cm or inches.

Put check mark on Preserve Aspect Ratio (recommended) and Use resample function (for better quality).
Go through all the settings and select any extra settings. Now click on "Save settings" button for saving the values and close the dialog box.

Select the output directory for converted images. Put check mark on Include Subdirectories (.....)

On the right side of the dialog box browse to the folder containing the images and select "Add All" button to add the files for batch run.

Once the images are added below in Input files, click on "Start Batch" button to convert the batch process.

Try with small number of images till you get the hang of the program, and then include more images.

Caution: Do not click on "Use current (...) directory as this will overwrite your original images with the resized files. Try to keep the source and destination folders as separate. You may delete the original images after checking the new files.
