All my apps think I have 2.0 configured but 5.1 is set

I have Windows 7 Professional x64, and a Xonar DS

I have been searching over and over on how to fix this, but VLC and all my games are defaulting to 2.0, Yet I've set all the options I can find to 5.1.

As you can see everything is set to 5.1, but VLC is still defaulting to 2.0/Stereo even though the Movie has 5.1, and I can force the option each time I play a DVD and get it to work fine.

In HL2 and Counter-Strike Source when I force it to detect my speaker layout it defaults to 2.0

Why is Windows lying to all my apps about it's current configuration?

Please can someone help, I'm about to tear my hair out with this.

I'm sorry, I don't know how that's suppose to work, that option is a reverb effect, it ads reverb to everything, please don't bother replying if you don't understand my problem.

You know, neither counter strike and most of the movies are 5.1, setting the environment to room makes it sound like that though, and yes, you're welcome ._.

Counter-Strike Source clearly has an option for 5.1, but it will not auto detect it on start up which is required when I change between Headphones and my surround.

And most movies in the last 10 years have been surround sound which anyone who hasn't lived in a hole for 10 years should know, this movie in particular does have DTS and Dolby Digital 5.1 Surround sound tracks but VLC is down-mixing by default because Windows is telling it that it's set up as 2.0, even though I have set it to 5.1, I can force it to 5.1 but that would require me to set up this each time I change to and from my headphones and surrround.

And also the "Room" environment is a fake reverb effect not true directional audio which is what I'm going for.
