All programs menu loads slowly

Hello there

I have a problem with All Programs list. After starting Win it loads slowly. There is a list of programs but it's only names and blank Icons. After some time it shows list of folders but then again when I click on particular folder Accessories for example, it shows a blank icons of files in this folder or it shows searching something. It used to be working fine.
How to fix this issue?

I've tried to rebuild Icon Cache but it seems the problem has not been resolved. It still take time to load programs especially after start

What kind of CPU do you have and how much RAM? That might be a factor in the slow loads.

Processor Intel(R) Core(TM)2 Duo CPU P8600 @ 2.40GHz, 2401 Mhz, 2 Core(s),
4 GB (RAM)
I also checked physical memory usage it is 55%. Is that quite high?
