Allow Internet Explorer in Windows Firewall

Hi everyone, here's my problem:
I changed the default rule for outgoing traffic so that erything that doesn't match a rule is blocked. That's okay, nothing can go out now. Then I add program rules allowing needed softs to access the internet freely. This works fine too, except for Internet Explorer. I can't get iexplore.exe or even ielowutil.exe access the internet without adding a rule for TCP 80.
If someone could explain it, I really don't understand why IExplore requires 2 rules to work while the first rules should allow him unrestricted access...

you might change that to http port 80. <my firewall is set interactive and that is what it wants.>
