An empty frame appears on desktop like a dummy trespasser

An empty frame occasionally appears on my desktop, I wonder the reason and what that could be. It does no true harassment but weird things should always be suspicious of the production of malwares or malicious residents.

It's not like a window who should have a set of trinity buttons of minimize, maximize, close at its right upper corner, neither could it be sort of a dialogue which should have duo buttons of ok and cancel. It usually is a frame with a border, sometimes only a tiny white square within a small border frame. English is not my mother tongue so the better description is in the attachment image.

This happened in Windows 7 and Windows 8, never happened in versions before like vista or xp, the reason to which could possibly be that I used to install several certain widgets only in Windows 7 or Windows 8 but never in vista or xp. These widgets include several fancy docks, 7+ Taskbar Tweaker which is meant for Windows 7 or later and substituting its predecessor counterpart - taskbar shuffle in vista or earlier, or maybe some other tools.

msconfig
Click on the suggestion on top or hit the Enter key,
Go to the Startup section and take some screen shots for a complete list,
Go to the Services section and on the bottom left Check the box to Hide All Microsoft services,
Repeat the screen shots,
