Android apps at windows 7

Hi.

Is there any program that i can install it and through this windows program can install/add android app and work like i have installed to a mobile phone even it needs internet these android apps.

I know this program but it is to heavy for the old pc i want to install android apps.
If you know some other program lighter so i can install it to old pc.

You don't state the specifics of the computer you have, but by in large the best you're probably going to in terms of speed and absent of BlueStacks is with Qt.
