Any Gadget that Opens Programs?

I want to make myself a gadget for Windows 7. From another post I had about a sliding dock for my games to be in a row, I decided that I'd make it myself. I know HTML & CSS but not any javascript. I can't think of how I can run a program from HTML and CSS so I decided to reverse engineer another program to find out how, if it isn't too complicated. Is there any gadget that does this? I don't want a program like rocket dock because that's an executable file. Thanks,
