Er ... borders is the default setting, isn't it? Please post a screen shot of yours so we can see what the problem is.

Right click Menu

If I right click on the program icons that I have pinned to the Taskbar, the menu that pops up is nicely framed, and if I right click on the Desktop, Folders or any thing else the menu is plain.//

Ah right. That's a feature of the taskbar rather than an absence in the right-click menu which is, after all, just a menu. It might be possible to do something similar for the menu but it would have to be through a visual style/theme and I don't know of one off the top of my head that incorporates that sort of ornamentation. If you're familiar with Style Builder you could attempt one yourself or if you let us know what theme you're currently using it may be possible to adapt it (I emphasise 'may' here!)

If I right click on the Program Icons that I have Pinned to the Taskbar, the menu that pops up is nicely framed. When I right click on the Desktop, Folders or anything else the menu is plain (no frame).
I was wondering if it was possible to add Frames to all of Windows 7 right click menu.

As I thought I just said the taskbar jump list is not a standard menu. There is nothing missing from the right click context menu. It is a standard pop up menu. That's the way it's designed by Microsoft.

It may be possible to decorate the standard menus in the same way as the taskbar jump lists but only using a specifically designed visual style within a W7 desktop theme. You can't just click somewhere and magically make standard pop up menus into jump list menus so that they get the fancy border.
