Any possible method to edit startup programs of an OS on a ext HD ?

My laptop crashed and I suspected it could be due to a bugged startup peogram issue.

I connected my laptop HD to another laptop, but I couldn't find any method to enter the msconfig of the Windows OS of the connected HD.

Any help please ?
