i tryed to uninstall a game and it was nearly finshed but it would not go anny further so i ended it by task manager and now i can't install it again

Try downloading and using Revo Uninstaller:

Revo Uninstaller Pro - Uninstall Software, Remove Programs, Solve uninstall problems

It might be able to uninstall it for you.

Have you tried installing it in Vista SP2 compatibility?

sims city keeps crashing so i got a update and it cause it to crash before it starts

Try Vista SP2.

the reason i installed the patch was in the game after a while playing it would freeze but since i installed the
patch it crashs before it gets to the main menu
