app loading error

my "circular power icon" continues to "circle" as if it is trying to open something on my desktop, however it only stops briefly and then starts "circling" again. It never stops that cycle. Is there a way to see what program is causing this?

Try opening Task Manager cntrl-alt-del and see what shows as heavy action in processes.
If you see heavy action with an app, highlight task and hit end process.
