APPCRASH on all programs with exe. extension

I was downloading a mod to play the mod DayZ for Arma II but when I downloaded the updater that all my friends got, I got an error message saying APPCRASH.

I went online to find out what went wrong and someone suggested DEP. I tried it and as I clicked the second option all my programs APPCRASHED(skype, samsung kies). I tried system restoring back to before I downloaded the updater but the APPCRASH stayed?

edit.I tried going on safe mode with networking and it still occurred
