Appearance and Personalization screen blank

I am using Windows 7 Pro and I cannot change any themes, screen savers, etc. I bring up the menu and the entire screen is blank, no options. All I see is a screen that says Control Panel Home Others in the company had the same system installed and it works for them.

Hello & welcome goatless now you mentioned others in the company which I am guessing you mean the machine is one you operate at work? Now I work for a government department and if one doesn't have admin rights then it is not possible to make any changes to department machines or in your case maybe company machines. So do you have admin rights?
