Are these windows files necessary to keep?

I was using SIW to look at my hard drive usage and noticed that there were a very large amount of space used for Windows Installer Patches and one for SQL Server 2008 Express SP1. Since they are installed can they be deleted? I'm not out of space or anything, but I was curious about them in general.

They are possibly backup files, or uninstall configs.

CCleaner ignores them when it does a disk cleanup, as does Windows itself.

I'd leave them.
