Arranging desktop icons without the use of 3rd party tools

Newbie question...

Am trying to rearrange my Windows 7 desktop.
Have noticed a LOT of different 3rd party tools to make the desktop look fancier, such as 'Fences' and... as said.. a lot of other tools.

But again, it is adding another tool.

have created a folder on my desktop, copied a few desktop links into that, double clicked it, but it simply has an Explorer (=not fancy) look.

Seems Windows itself does not have anything 'built in'?
(like creating a window and adding links into that)
