Hi rusuh39 and welcome to W7 Forums

How long does it take on a cold-boot, as opposed to a restart?

If it is noticeably quicker, then we need to look at things which might be slowing down the shutdown process. The most common reason for slow shutdowns is if you have the paging (swap) file set to clear on shutdown. Check the setting with reference to Virtual Memory Paging File - Clear at Shutdown - Vista Forums and if the value is 1 set it to 0 (note that you will need to invoke the registry editor to run in elevated mode). You could also have a look here http://www.sevenforums.com/tutorials/26476-desktop-shutdown-tweaks-combined.html to see if that helps speed things up.

If the cold-boot takes nearly as long, or if the above suggestions don't help, then you need to look at things which slow down your boot process. See if Soluto reveals anything. Culprits for slow booting include such things as auto-updaters for installed programs (e.g. Adobe, etc). These can safely be disabled and updated manually. You should not disable updates for your AV software, though.

As another had mentioned, Soluto is a program which will give you some detailed info about start times. I'm not fond of this program because I had to use Autoruns.exe to totally remove this program.

But right now I'm out of ideas, so I guess Soluto is the next thing to try.

Soluto is still in Beta, so that is perhaps why some people have had problems with it. That said, you could see what Autoruns for Windows has to say about programs that start automatically on your system. From that, you should be able to disable any that aren't required to start up automatically. As I stated earlier, the type of program to disable is the likes of updaters for software that you have installed (e.g. Adobe, etc). Programs pertaining to your AV software should be left alone.

This might also prove useful: Startup Programs - Enable or Disable - Vista Forums

Providing you have suitable drivers (they should be on the motherboard disk and/or manufacturer's website), AHCI will give you better performance.

boot into the bios.

Probably just choosing the default setting will set your bios correctly.

Consult your computer manual as how to boot into the bios.
