ATI driver CCC not found

In my program files I have two ATI folders as "ATI" and "ATI Tecnologies" of which ATI technologies folder is empty.
Even after downloading a new driver and updating ATI technologies folder remains empty.
No ATI program or services running in task manager.....no installed program found while searching ATI in start menu....Though in add or remove programs its their....any suggestions?
OS: Windows 7 ultimate

Don't worry about anything else from that point.
