ATI Radeon 9250 TV out problem

I have pretty old Pentium 4 machine (cpu 2ghz 1 GB RAM DDR266) but my Windows 7 working really fine I even manage to install Vista drivers true device manager for my Ati Radeon 9250(64-bit 128MB). Unfortunately this video card does not supported Aero theme option but everything else works really fine
Only problem I have is TV out
Just because I installed driver true device manger I could not have Ati Control panel (which is manager for TV out) so I can use only Extended option for TV in Windows 7 display panel
now my picture on my TV CRT screen is not full 4:3 resolution it haves two dark bars down and up
Any have some idea how to solved this two out problem and to get full pan scan 4:3 picture like I have on XP ?

You cannot install the Ati Control Panel? Why?

Which build of Windows 7? Bring up the projector options in Windows 7; search for "projector" in the Start Menu and select the option of connecting your computer to a projector; you may see options to use the second display properly.
