On Firefox, while watching YouTube, if I use the arrow keys or J and L to seek through the video, the audio buzzes until it buffers enough to continue playing. It buzzes the same audio frequency as what was just playing, almost as if it's repeating the same millisecond of audio. The same problem occurs if I click to go to the YouTube homepage. The problem does not happen if I pause the video normally.
I suspect this is a system problem because closing Firefox does not fix the issue but clicking the Windows volume slider to play the test sound fixes it. Changing the sample rate on my headphones also temporarily fixes the issue.

I have installed the latest audio drivers for my motherboard.

Couple of things.

First go into Firefox and under Options | General, untick hardware acceleration.

Right click the volume in the task bar, chose Playback devices. Right click speakers | properties | Advanced. Change the sample rate to a 24 bit option. You said your headphones and I'm not sure if that was with some other software or not.

Does the same thing happen in portable Chrome or Firefox?

Google Chrome Portable (web browser) | PortableApps.com

Mozilla Firefox, Portable (browser) | PortableApps.com

These two do not install, they're portable. They do leave some minor footprints though so don't use them for incognito/privacy stuff.
