Automatic Action

Hi,
I'm not sure where to post this but I have a question that might be impossible to answer.

I have multiple computers and I want to do some AUTOMATIC actions for windows 7 on all of them. This goes from putting the same wallpaper, changing screensavers and changing power settings for about 20 computers a few times a month. It's getting pretty tedious. Does a program like this exist? Can it run from a USB key?

mostly all computer with home premium 7 and a few starter. I'm extremely knowledgeable so anything that has to be downloaded/installed/etc.. I can do.

I would really appreciate any help available.

Do all of these computers connect to one main server? Or do they connect over a router? And are they laptops or desktops?

all on the same router(wifi). All laptop and desktops with diferent setups but they are all able to run a program from a USB key. If you can do it over a network, then that would be nice.

The thing I would really like is if I could run a batch command(like the old .bat files) from a usb key to do everything in 5sec. Then I could move on and do the next PC. It's just the action that takes a while and it's tedious.

I've done it before using batch files and "regedit" but it's a bit long winded and takes a bit of time to set up but maybe a free utility like this might help
