Background problem

I have a Dell Inspiron laptop with Windows 7 Home Premium (64bit). It wasn't changing wallpapers (it stayed on one wallpaper) and now when I did a system restore to it's earliest point it just turned black and can't get anything to change. I have tried online to solve the problem with no luck. I am NOT a computer guru so please make it easy to understand. Thank you.

In addition, you might also see if this below may be the issue by making sure that you have the Remove background images (where available) box unchecked in the Ease of Access Center.
