Dante, Backing up your files normally only means backing up the data for your files. By formatting, you remove all programs and data from your computer hard disk.

Programs will have to be installed again as well as all the drivers for your system.

If you wish to create an image of your hard disk then there are a few options.
1 being microsofts image backup program that comes with windows 7.

2 being some of the free ones but I don't know all their names as I use Acronis image backup software and it has never failed me. for less that USD$30, it is well worth the investment.

So your answer is mostly no, your games and such will require re-installation, your documents can be backed up quite easily.
