Bad error message repeatedly

Every time I click on something weather it be; minecraft, google chrome or steam, a message always comes up with the title (example title) "steam.exe - Bad Image" and then always the same text inside stating,

"c:\progra~3\browse~1\251005~1.80\{c16c1~1\browse~1.dll is either not designed to run on Windows or it contains an error. Try installing the program again using the original installation media or contact your system administrator or the software vendor for support."

It is really annoying and wont go away. I don't know when it started and its been going on for a couple weeks now. I've done millions of virus scans, as deep as the can go, and I even did a system restore. If someone could please help me solve this problem without any antivirus downloads or stuff like that, it would be greatly appreciated.

You could try running th system file checker from an elevated command prompt, to do that follow this procedure:

SFC.EXE /SCANNOW
Go to Start and type in "cmd.exe" (without the quotes)
At the top of the search box, right click on the cmd.exe and select "Run as adminstrator"
In the black window that opens, type "SFC.EXE /SCANNOW" (without the quotes) and press Enter.
Let the program run and post back what it says when it's done.

All it says is

"Windows Resource Protection did not find any integrity violations."

Download DDS from one of these links:
DDS.com
DDS.pif

• Disable any script blocking protection
• Double click the dds icon to run the tool.
• When done, DDS will open two (2) logs:
  1. DDS.txt
  2. Attach.txt <--- will be minimized in the task tray
• Save both reports to your desktop.

Include the contents of both logs in your next post.
The scan will instruct you to post Attach.txt as an attachment.
