Batch file for gpedit

I have tried googling this repeatedly and, either I'm not posting the question right, or I'm just not seeing it.
Here goes:
I need a batch file to do one simple thing -
In LGPE - Switch the setting for "Disable the Display Control Panel" to Enabled. That's it.
I plan to run it from an admin account and there should be no issues.

Any help with this would make my entire week.

If you like, I have .reg files in Option One of the tutorial below that you could use for this.

Are reg edits reflected in gpe?

They will apply the same policy as in gpedit.msc, but they are not reflected in gpedit.msc.

The Admin would still need to Restart computer to apply changes.

If you wish to Restart the computer from the batch file, then you would need add SHUTDOWN /r to the end of Batch file.
