I'd try and download the latest software for your USB adapter and Belkin's network software package, CCleaner and DriverSweeper. Uninstall the device in the Control Panel System panel then remove the Belkin software currently installed. Reboot the PC into Safe Mode, install and run CCleaner and DriverSweeper paying attention to all things Belkin related. Reboot the PC, install the latest Belkin software and when prompted plug the USB adapter in, if this does not work when finished it may need to be done in Compatibility Mode and W7 may actually suggest this, let us know how you make out.
