Besides my 2 usable partition, Windows created two more. Can I delete?

Hello. I wanted to have 2 partitions in my system. I have a 1TB HDD with:

C: 300 GB - Windows here
E: 640 GB

...but I also have two more (that appear in disk management)

1. 1 GB unnamed: Healthy, OEM Partition
2. 1 GB unnamed: healthy system active primary partition

I must remove one of those because I need to create a Linux installation and it will only allow me to use 4 partitions. Can I safely remove any of the unnamed partitions?

It would be nice if you'd mention the make and model. That way we can tell you what you want to know.

The System Active partition is booting Win7. The other one is likely onboard Diagnostics which is valuable to have to quickly diagnose all hardware from the BIOS Boot Menu.

Did you already delete the Recovery partition after making the Recovery media?

Most tech enthusiasts won't even run the bloated factory preinstalled Win7, but instead choose to Clean Reinstall - Factory OEM Windows 7 . In that case you can delete all partitions during the booted reinstall.
