That wasn't my quote, but anyway Alert 3 is not official yet so you can't follow the development on their homepage. It's a RC(Release Candidate) at the moment and for the past year you can follow it at the Wilderssecurity thread. They release new builds quite often sometimes even every week. Here's the latest one from last week:
