BEX error, MSVCR80.dll, STC_Util

Hi.

I am in the process of setting up a new network and new hardware for the company I work for. We have some very expensive LOB software that I am installing that is having some problems. I get a BEX error with MSVCR80.dll

To note, this is a domain and every user is a user of active directory etc. Only 15 users so it's a very very simple and basic active directory and domain controller setup. When I try to run the program that is giving me problems (btw it is opened up from within another LOB software, our ERP Sage Platinum)

I have turned DEP to only essential windows programs and services. Everything I try I cannot seem to get to work.

The computer I am using is a windows 7 professional netbook that is joined to the domain. I only get the errors (which are at the end of this post) when I am logged into the domain as a standard user. If I am an administrator, I do not get the error and the program runs fine.

This is the error windows gives me in the details section of the error window.

In the event view it said sxstrace.exe may help so I ran it using that as well. Here is that error

Does anyone have any idea why there are no problems when logged in as administrator but not as a standard user? Also, rarely after a restart I can run this program as a standard user just once, but not again.

I just installed the 2010 redistributable package (x64 version however) and still no change. The program runs when I am logged in as an administrative user but crashes when I am logged in just as a standard user.

I do not know if it means anything, but I removed the netbook from the domain and logged in as both a local machine administrator and local machine standard user and the program runs fine under both accounts. It really is getting very confusing.

Any other ideas?

You may need to adjust standard user permissions slightly though at the moment I am a bit short on time and can't dig through those right now to figure where the user rights issue is occurring. Hopefully I can get back to you this afternoon.

BTW this error happens just a second before the BEX error as I can see it in the event log
