Asked to test hard drive. Never got a answer back how that went.

#5 Downloaded sfc /scannow. You don't download sfc /scannow.

#6 reinstalled Windows 7. Is it a Clean install from the proper media and activated? (??)

#10 sfc /scannow locks up at 16%

I would recommend completing Post #3 by ignatzatsonic and check your hard drive and post the results.

Just saying one reinstalled doesn't mean it was done correctly. Read over these steps that compile a perfect Clean Reinstall Windows 7 based on tens of thousands we've helped with here. Especially pay attention to the steps in red about how drivers are handled in a driver-complete OS because it is different than previously done. Over 1.4+ million people have used that tutorial without a single complaint, and not one who sticks with the tools and methods given in it has come back here with problems.

Once you're satisfied that the install is sound, then work through the Troubleshooting Steps for Windows 7
which almost always uncover the problem. You can start with the step about overheating to monitor the temps from your System Tray. Then assure a Clean Boot, test the hardware, check the System Resources for Solutions to Problems and resolve repeat errors. Then start back at the top and finish the other steps. Report back as you go as we will have other steps to add.
 
I think I figured it out it think it my phone that freezes it up. It is very new and the computer is 8 years old.
