Bios and Windows booting with colors all over the place.

Hi, I am having a issue where when I first boot my computer after it has not been booted for awhile (6 or more hours) the Boot screen shows Green, Red, block of color all over the place, then windows loses all my drivers, and has color all over it to as I move my move through them they go away then come back. After it warms up a little bit I can restart it and it works fine again. I am extremely confused as to what is going on here. I am wondering if my cpu fan is not cooling quick enough on boot, or my psu is messing up, maybe my graphics card is to old but all of these have no reason to make it boot without any drivers and colors all over the place at the sametime. Try removing and thoroughly cleaning the graphics card and slot.Then use methylated spirits [denatured alcohol] to clean all contacts.If the card has a cooling fan attached,make sure the intake and exhaust louvres are clean and clear and blow gently on the fan to make sure it still rotates.Carefully inspect the card for any discolouration caused by heat and the capacitors[large cylindrical components] for distortion.
Monitor artifacts are normally caused by card problems,as you would expect,there are exceptions.
