Black screen on login with mouse cursor

Today I tried turning on pc and run into a wall. After windows ends loading instead of user logging screen I get black screen with just mouse cursor.

Alt+ctrl+del doesn't work, trying to boot up safe mode ends the same, can't recover since windows can't see any recovery points.

I didn't install any new software before it happened except for windows installing some new updates.

Recently I had issues with windows updates causing shut downs and blue screens but nothing so serious I couldn't deal with it.

I've red couple of threads about similar problem and so far I found one that could fix the issue ( Windows 7 boots to black screen with cursor before login screen after - Microsoft Community)
the only priblem is when I try to set full power to all users i get this message: "No mapping between account names and Security ID's was done." and at this point I'm just stuck or I'm just mistaken thinking it might help.

If there is a way to fix it ( No mapping between account names and Security ID's was done.) with cmd (since it's basically the only tool I have access to), or if there is totally different way to deal with it, I would be very gratefull for any help.

Thank you for fast reply, unfortunately since I do not have win7 install disk or boot disc I couldn't follow 2 first options, aside of just running system repair 3 times. Also I cannot use safe mode because it gets stuck on black screen aswell.

I checked the 3rd option but when I check profile list in regedit there are only 3 profiles with sid S-1-5 that would be -18, -19 and -20, no profiles with long number described in that thread.

Also I cannot use system restore because there are no restore points which is strange.


Edit: After playing around with cmd and trying to create new user account I found out that I cannot. When I create simple user it promts that user was created but couldn't been added to local group users, with massage for help type net helpmsg 3774. Then I tried checking local groups with net localgroup command and I got system error 2 everytime.
