Black Screen on startup repair

Ok, I'm boot up into windows 7 at all, it just keeps running the startup screen until it restarts. Then I have to run the windows startup repair utility and it loads up then its just an empty black screen with a cursor and I can do absolutely nothing. I'm not sure if this is even a Black Screen of Death because I've heard that you can at least access like the task manager and stuff in a black screen of death. BTW I cannot even boot into safe-mode

Any help would be greatly appreciated.

Acer has a restore partition on the hard drive. I set up a new Acer for a client about two months ago and made the recovery discs for the client but don't remember how you access the restore partition at power on. But, it sounds like that is what it's going to take to get your system running again.

Sometimes this will be caused by Video Card / Drivers problems. Also some connected USB devices, dis-connect any un-needed during Boot-up / Repair. No second Monitor or TV ?

Well I can't boot up into windows so how do I access the recovery partition?

On Boot-up, try tapping the F10, F11, or F12 keys. I can remember which one for Acer.

Black screen with a blinking cursor almost always means the system can't find a bootable device. With an acer, hit F2 to get into the bios and make sure the HDD is listed first under boot devices. If it is, but you still can't get the system to start, you will probably have to boot to windows 7 DVD instead, run a command prompt (shift+f10 at the install windows now screen)
and run the following commands:

BootRec /FixBoot
BootRec /FixMbr
BootRec /RebuildBCD

If that doesn't work try the acer recovery partition (alt+F10 at POST)
If that doesn't work, reinstall windows using the upgrade option, so that your files are retained

Alright guys thanks for the all the help, but how do you boot through the windows 7 cd?

It's saying Windows cannot start properly, and since I can't start windows normally I have to launch the startup repair thing, and when I do that, that's when I just get a black screen and a cursor.
