Black screen when prompted

So when I am prompted by UAC, the screen goes black for about 2 or 3 seconds, then the prompt screen with the dimmed background comes up. On my other computer with WIN7 I don't have this issue. The computer there immediatley gives the prompt screen along with a dimmed background (making UAC non-annoying).

I booted into safe mode and the problem was gone, however upon doing a clean reboot (turning off everything in msconfig except windows services) the problem remained.

Any ideas?

yep you have a backup to restore from?

dvd to do a repair install?

Did it always do this, or just start?
