Black Screen: Win7 Pro - Lost access to task manager and explorer.exe

My computer stopped working a few days ago. Every time I start my computer, it showed the black background with no taskbar or icons but has mouse cursor. I search in google and all i saw is the step Ctrl+Alt+Delete so I did it and click the task manager then it gave me an error saying "The application was unable to start(0xc0000022). Click OK to close the application." And I also did the F8 steps but it is still the same, nothing happen. I can't run task manager to start explorer.exe. What should I do? Please somebody help me.
